The Government uses the tie-breaker rule for a specific reason. Sometimes there is more than one candidate with the same rating. In that case, there has to be a particular method to decide. As before, the CRS rating is the primary factor in determining which candidates would make through.
Other factors that control the outcome of the draw are the size of the lot. In certain situations where the number of candidates is more, the minimum CRS score reduces. Also, another critical factor is the time taken between the draws. On average, the lesser the duration between the draws leads to a reduction in the CRS score.
The Government of Canada wants the maximum people to take advantage of their draw system. Therefore it has tried its best to reduce the technicalities of the same.
