Invitations to apply for a provincial nomination were given in Manitoba’s Expression of Interest pool to 132 candidates including seven candidates for an Express Entry. The April 23 draw provided invitations to candidates in Manitoba’s Skilled Workers, Overseas Skilled Workers, and sources of international education.
So far this year the province has given 1,808 Letters of Advice to Apply (LAAs) to immigration applicants in these groups. This was the 88th draw by Manitoba since the system started in April 2014. In the April 23 draw, seven of the LAAs went to candidates with a clear profile in the federal Express Entry program.

Candidates eligible for the Express Entry pool are ranked based on a Rigorous Ranking System (CRS) score that takes human capital factors such as age, job experience, employment, and language skills into consideration.
Highest-scoring applicants are invited by frequent draws from the Express Entry pool to apply for Canadian permanent residency.
A further 600 CRS points are awarded to those who obtain a provincial nomination, and an invitation to apply from Immigration, Refugees and Citizenship Canada (IRCC) is effectively guaranteed.

Express Entry candidates who received a Manitoba provincial nomination on this draw declared a valid Express Entry ID and issued a validation code for job seekers.
A total of 93 LAAs went to candidates with an EOI at Manitoba’s Skilled Workers in Manitoba System, which offers a route to permanent residence for qualifying temporary foreign workers in the province and Manitoba post-secondary educational institutions for international graduates.
To be eligible, applicants have to be employed in Manitoba and have, among other requirements, a full-time, permanent job offer from their employer.
Skilled worker EOIs earn a ranking out of 1,000 and LAAs are given to the top-rated. The lowest-ranking Manitoba, Skilled Workers candidate, chosen in this draw had a score of 489.
Another 25 LAAs went to candidates in the Overseas Pool of Professional Employees. Candidates chosen under this group were invited explicitly through a Strategic Recruiting Program, which may include MPNP-organized overseas recruiting missions, often in partnership with Manitoba employers.

Candidates for this stream are also rated according to EOI scoring system in Manitoba. Skilled labourer candidates from overseas require a score of 714 and above to be qualified for an LAA in the April 23 EOI draw.
Manitoba graduates with specific in-demand skills may be invited under the International Education Stream. This stream comprises three sub-categories: Career Jobs Pathway, Graduate Internship Pathway, and Student Entrepreneur Pilot International.
In this draw, the MPNP sent 14 LAAs to candidates from the International Education Block.
