The government and Public Health Agency of Sweden declared that universities would be able to open their doors to students again from June 15.

Since mid-March, Swedish universities have provided only distance teaching based on advice from the health authorities about coronavirus. But now, the universities will be open for all international students.

The decision allows universities to return to on-campus teaching may mean that many students would find it easier to accept their authorized extension. But at the time of publication, much remained unknown.

The declaration came just hours after the Swedish Migration Agency warned that the coronavirus outbreak might affect the extensions of the students’ residence permits. That’s because one of the conditions of the permit is that most teaching needs to take place on campus, which means that distance teaching is not enough.

“If your higher education institution determines that most or all of the teaching will be done remotely in the autumn semester, and then the Swedish Migration Agency will not be able to issue you a residency permit in compliance with the relevant legislation,” said the document, which ignited concern among many students.

Recently, some Swedish universities have confirmed they will continue to teach remotely next semester. It will now be up to each university to determine how to proceed, with the government warning that universities would still need some distance teaching. Such institutions can not observe other limitations and guidelines on coronavirus, such as social distancing or no public gatherings affecting more than 50 participants.

The Swedish government also emphasized that the decision to allow on-campus teaching did not mean the coronavirus epidemic was over and said that if the situation deteriorates, the decision may change again.

Currently, the Migration Agency advises foreign students to “wait as long as possible to submit an extension application” if you are not yet sure what your university will do. “You must do so before the expiry of your previous permit. This allows time to wait for the institution of higher education to announce a decision on what form of teaching they will implement before examining your case, “it continues.

A legal expert at the Migration Agency Daniel Grynfarb said, “that they were in contact with universities and could grant an extension of the permit as long as most of the teaching was done on campus”.

For new student permit holders coming to Sweden for the first time, there are other hurdles to tackle. A ban on entry into the EU through Sweden currently in effect means that people from outside the EU are usually not allowed to enter Sweden from countries outside the EU or from Iceland, Liechtenstein, Norway, Switzerland and the UK unless they already live here.

The entry ban is currently in place but maybe extended until June 15.
