Canada Issued 3,900 Invitations to Apply For Permanent Residence

The Express Entry system in Canada administers applicant profiles for three of Canada’s major economic immigration systems — the Federal Skilled Worker Level, the Federal Skilled Trade Class and the Canadian Experience Class.

In regular invitation rounds, ITAs are issued to the highest-ranking candidates in the Express Entry pool.

Now, Canada issued 3,900 Permanent Residence Invitations to Apply (ITAs) in a draw held on August 5. Candidates needed a minimum score of 476 in the Comprehensive Ranking System ( CRS) to be invited to this invitation round.

For most of 2020, Immigration, Refugees and Citizenship Canada (IRCC) have issued 3,900 ITAs every two weeks, through Express Entry. At the same time, the IRCC departed from all-program draws between March 18 and July 8 and targeted candidates in just two specific programs during that period, which changed last month.

On July 8, IRCC held an all-program draw before returning to program-specific drawings on July 22 and July 23, suggesting that it could begin to alternate between these two types of drawings as things return to normal slowly.

Temporary policy changes did not affect the number of ITAs issued in 2020 and remained constant throughout the year. The year began in January with two draws of 3,400 ITAs each, followed in February by one draw of 3,500 ITAs and a record-breaking 4,500. IRCC has held 21 draws since March and issued nearly 40,000 ITAs.

Today’s draw was the 25th 2020 draw and brought to 61,600 the total number of ITAs issued this year, a new record for this date.

Today’s minimum score of 476 was two points lower than the previous invitation round of all-program on July 8 which had a cut-off score of 478.

The higher CRS cut-off is a function of FSWP candidates securing ITAs once again. Today included ITAs sent out to candidates with higher CRS scores who would otherwise have been invited in previous months if IRCC’s Express Entry policies had not been affected by the coronavirus pandemic.

Draw time is an essential factor that can affect the CRS cut-off score. Larger intervals between draws mean that more candidates have time in the Express Entry pool to enter a profile.

In today’s draw, IRCC developed its tie-break rule. Jully 27 was the timestamp used, at 01:02:47 UTC. That means that in this invitation round, all candidates with a CRS score above 476, as well as those candidates with scores of 476 who entered their profile in the Express Entry pool before the selected date and time, received an ITA.

The tie-break rule is used to rank candidates with the same score on CRS. The CRS score of a candidate remains the primary factor in selecting candidates to be called upon to apply for permanent residence.

Under the CRS of Express Entry, eligible candidates for each program are issued a score that awards points for factors such as age, education, skilled work experience and English or French proficiency.

While a job offer is not required to qualify under the Express Entry system, additional points are awarded by the CRS to candidates with one.

A set number of the highest-scoring candidates will be invited to apply for permanent residence in Canada through regular draws from the pool, typically held every two weeks.

The Government of Canada has a six-month standard for processing applications for permanent residence filed via the Express Entry System.

Eligibility

All qualified Express Entry candidates receive a score based on factors such as age, jobs, skilled work experience and proficiency in English. Afterwards, they become part of the Express Entry area.
